Sir Keir Starmer MP

Prime Minister of the United Kingdom

10 Downing Street

London SW1A 2AA

Dear Prime Minister Starmer,

Congratulations on Your Election as Prime Minister of the United Kingdom

On behalf of Rwanda Bridge Builders (RBB), a coalition of Rwandan civil societies and opposition political parties in exile, I would like to extend our heartfelt congratulations on your recent election as Prime Minister of the United Kingdom. Your leadership and dedication to justice, equality, and human rights resonate deeply with our mission and the aspirations of many around the world.

Request for Review of UK-Rwanda Relations

As you assume your new role, we kindly urge you to re-evaluate the United Kingdom’s relationship with Rwanda, considering the grave human rights situation that has been extensively documented by various human rights organisations, including reports from your own Home Office and Foreign Office. These reports highlight severe violations of human rights, including the suppression of political freedoms, arbitrary arrests, and the detention of political prisoners, war crimes, crimes against humanity, and crimes of genocide.

Advocacy for Freedom and Human Rights in Rwanda

We implore you to leverage your position to champion the cause of freedom and human rights in Rwanda. Specifically, we request that your government:

  1. Promote Political Freedoms and Human Rights: Use diplomatic channels to advocate for the release of political prisoners and an end to all forms of oppression in Rwanda.
  2. Utilise Aid as Leverage: Condition aid to Rwanda on tangible improvements in human rights and democratic practices. This approach can pressure the Rwandan government to implement meaningful reforms.
  3. Collaborate with Human Rights Advocates: Work closely with organisations and individuals dedicated to achieving freedom and justice in Rwanda, ensuring their efforts are supported and amplified.

Your leadership offers a unique opportunity to influence positive change and promote democratic values on a global scale. We are confident that with your commitment, the UK can play a pivotal role in advancing human rights and political freedoms in Rwanda.

Thank you for considering our appeal. We look forward to your administration’s proactive measures in supporting the rights and freedoms of the Rwandan people.

Yours sincerely,

Ambassador JMV Ndagijimana
Spokesperson, Rwanda Bridge Builders
